Yahoo doesn't offer that service.  You can chat in IM or in one of the Yahoo-created rooms.  To create your own room, look at the AOL software.

Yahoo and MSN closed theirs at about the same time- yahoo has not yet enabled them back ever since they closed them and they are not seemingly in a hurry to reopen that feature.

there's nothing you can do about this but seek a different chat provider

Because users were abusing the ability to create private chatrooms and Yahoo wasn't able to monitor the activities going on inside such rooms (child pornography!), this feature is not avalable anymore - at least not on Yahoo. in yahoo chat rooms you cant make your own only AOL as far as i know u can make your own there
