How come i only can get nine characters in mugen?

when i was downloading characters into mugen it didn't let me get anymore characters after nine, but i can still download the characters. And i'm sure that i did it rignt. CAN SOMEBODY HELP ME!!!!

It may be because your mugen dont support characters more than 9.It requires a good screenpack.Download one from here..
