How come my AQUA-Tech 5-15 Power Filter with EZ-Change Filter Cartridge doesn't suck up any water?

I set up the AQUA-Tech 5-15 Power Filter with EZ-Change Filter Cartridge but it doesn't suck up any water. The wheel at the bottom spins but i don't feel any pressure.

I have the same filter and I have to fill the filter with water before it will start pulling in water.  Now when I do water changes I do not let it go passed the level to make it empty.  I hope this helps.  Also, I wanted to add that if the drain tube is not pulled down into the filter box it will not suck the water.

Did you put water in it first? Also when filters suck up dirty stuff you won't feel the preasurse.
