  1. Try cleaning the condenser, That's the outside part with the fan on top. Get a hose and with full pressure wash the coil (fins). The water won't hurt anything get it as clean as possible. As for the leak if it runs out of freon the compressor will burn out. Don't run the unit until the leak is fixed. 25 yrs HVAC experience.

  2. How do you know the system is leaking freon?  did a tech tell you so, or is there condensation (water/wetness).  Water condensation on the cold freon pipe is normal, especially when its not insulated.  The AC air flow (blowing problem) - 1.  check the air intake (air return Duct) to see if its dirty or clogged with dust ( this is usual the largest duct in the house and its usual centrally located very close to your air handler).  2. check the filter on the air handler and replace if dirty, you  NEED a air filter and it should be replaced at least once per cooling season.  Always buy good filters.  3.  Vacuum Clean your outlet vents.  If that didn't help step two is to: 1.  Have your A Coil Cleaned, Air flows over the A coil to cool the air, the Freon pass through the A Coil,  A Coils are difficult to clean and are easily damaged so a professional should clean them.  You will never need your A coil Cleaned if you use a Good Air Filter and replace it often.  2. Have you blower fan, sometimes known as a squirrel cage checked, it might need replacing.

  3. REPLACEMENT  TIME !!

  4. UIsually blowing fuses is a sign of major problems. Call your local HVAC serviceman, and hope for the best.
