  1. Cold water comes out when you turn on the hot because the water that has been in the pipes has been sitting long enough to cool off. It takes a few seconds for the hot water to get from the water heater to the faucet.

When you turn the cold water on right after the hot water and hot water comes out is because there is still some hot water in the line from when you turned it off. The water has not been sitting there long enough to cool off before turning on the cold water.

  2. the water in the line between the faucet and the hot water cools , and is pushed out by hot water when you turn it on.

  3. suggest that a bit of cold water should come out initially,if the tap has not been used for several hours. The amount  of cold water depends on how far away the tap is from the hot water heater, and how long ago the tap was used.

  4. Because you live in Phoenix, AZ?????  It's the only place on earth that that happens.

  5. because there is water laying in the lines between tyour hot water heater and your faucet when you open the fauscet that is the water that comes out, hot water from tank pushing out the water in lines

  6. When you first turn on the faucet the water sitting in the pipes is first out.  This is usually cold.  Turning on the hot faucet starts sending the hot water after and turning cold tap immediately gets you that hot that just came up.
