  1. Either they are damp, or they aren't getting any air.

  2. Try squirting the lighter fluid on them and then letting them sit for a few minutes before lighting them.  This will allow the fluid to soak in a little so that it doesn't burn off immediately.  The flame will last longer and the coals will be more likely to start.  If you grill often, then consider buying a charcoal chimney.

  3. There really isn't enough information in your question.  Do you have a covered grill, or an open grill.  If it's covered, there's vents, both top and bottom.  Open all of them 1/2 way.  This allows air in to keep the "fire" going.  If the grill is uncovered and out in the wind,  move it to a more sheltered location.

  4. Where have the charcoal been? If they have been in a damp  place they are too damp to stay lite. I know that if coals get wet from rain outside and the charcoal has been in the garage they will be too damp to stay lite.

  5. If it's windy, the coals can blow out.  Also, if the grill is completely closed up the coals might not be getting enough air and are essentially choking themselves out.
