How come the weather is acting like its winter........?

Cold air outbreaks come from their source region.  Arctic and Polar airmasses.   When the jet streams lies dip into the United States during spring the weather is colder than normal.

These cold outbreaks also clash with the warmer air that is now happening because of the change of season.  Provide enough moisture from the gulf of mexico,  you have what you need for severe thunderstorms and tornadoes.

Eventually the Jet Streams will travel back north and the Subtropical Jet Stream will bring more summer like conditions.

The atmospheric wind flow is currently in a state of what we meteorologists call "amplified".  This enables colder air which exists farther north to intrude further south than normal, while in turn allowing warmer air to the south to be pulled farther northward.  Thus a lot of colder air that lies over Canada is being shoved southward.
