How come you can't be 13 and work, but you can babysit?

you can't be under 14 and work at a restraunt to get payed, but you can be 10, 11,12, and 13 and be babysitting and getting payed!

it's really for your own protection, its also a good way to keep you in school. there's probably a lot of kids who would drop out if they could get a job.
