How comes that Romanian Embassy in u.k. kept refusing to issue me on Romanian passport, thou I am Romanian!?

what are your'e saying ,?if you are a citizen of Roumania, you may and are they obligated to give you a passport of Roumania .........; not sure i get it here ?

what is the problem? have you given up your roumanian citizenship ? please come back and explain yourself better ?.............

Like so many Balkan countries, they probably expect a kick- back. Show them the colour of your money.

Usually, passports are issued by the State Department of Foreign Ministry of a country, not by an embassy. You may have to go to Romania, or write to its Foreign Ministry to receive one. Also, if you have a strong criminal record, or have for whatever reason been deemed a risk by the state, you may be denied a passport (passports are a privilage, not a right).
