Any where there is fire with cold and warm winds colliding with each other.  There is a suspected increase in the amount of tornadoes, this would increase the likley-hood of one happening.

From what I can tell if a tornad ohits somethingexplosive it could happen. Otherwise pretty rare. but that's so freakin awesome looking @_@
