How could I create a device that used the the spinning action of a pinwheel to capture energy.

Question

As the pinwheel spun because of the wind, the energy would be stored.

How would I go about doing this?

The device you're describing is a small scale version of a wind turbine.  You'll need to attach a generator to the shaft of the pinwheel and feed the output of the generator into some batteries.

There are commercially available systems that you can buy that already do this.
