There are all sorts of ways you can kill a tree without anyone knowing it was you...however, fully mature trees have a value of $50,000-60,000 (seriously!) which means you are in some serious trouble if someone rats you out.

A better solution is to talk to your neighbor and ask him to prune the darn thing off your fenceline.

Cut a circle completely around the trunk that goes though the bark and into the tree itself.  Not real discrete unless you can do it with dental floss at 3 O'clock in the morning in some Ninja garb!  But it will kill the tree!

Despite all the other answers, I happen to sympathise with you, as I have neighbours trees just 18 feet away from my kitchen window, which also obscures my view. The trees have been planted so close to my boundary that the roots are lifting up my lawn.

   Despite many disputes with my neighbours, they refuse to trim the trees, so I have taken my own revenge by nailing copper nails into the roots, which I have every right to, as the roots are over my side of the garden. I have just started noticing that the trees are now turning yellow, so I think I have succeeded in killing them. AMEN!!!!

Buy a dagger shoe off eBay, with a poisoned blade concealed in the toe (as worn by SPECTRE agents in James Bond) and then give the offending tree a dangerous kick as you walk past.
