  1. You may want to check collegeboard.com they have tons of scholarships but I don't think you can get  a full scholarship if you're only in the tenth grade ........but I could be wrong.

  3. Take the PSAT.  Most people who take it are high school juniors, but some sophomores take it.  The PSAT is a National Merit Scholarship qualifying test.

Study very hard, take the hardest courses (ones that give you college credit and pass the exams so you get college credits), score near perfect on entrance exams, and do everything you can to make yourself someone that a university would want so eagerly that they would offer a full scholarship. Things such as: be valedictorian of your class, exploit any hardships you had to overcome in your life in your entrance essays, and if you have any athletic skills, maximize it on the possibility of athletic scholarships. If you can't get full, apply for as many scholarships as possible, especially seek out obscure ones. Various organizations in your community may have money waiting for you that you don't know about. Best bet: strive for the sciences in university because they have more funding than the arts.
