How could I tag people in .jpg photos?

I would like to tag the people in digital photos that I have taken in the same way that it can be done in Facebook.

Facebook has built-in photo-album features in it, that aren't embedded in regular digital picture files.  In order to tag people in any kind of digital picture files, you need a separate photo-album program.  One of the most popular programs, a free one offered by Google, is called Picasa.  Now, Picasa doesn't support tagging people in pictures, it only supports putting captions on the pictures that you copy into the program.  But the files alone need a separate program to organize them and link them together based on content, they can't do it by themselves.
