How could i get the call block off?

i have a friend in jail who tries to call my prepaid phone.but the phone block collect calls.how could i get the call block off?

you can not call any cell-phone from jail....only landlines..! the jail has it set up that way.

dial 0 and ask them

Prepaid phones will not answer collect calls.

I dont know of a company that has it where it will not.
