Well...you are gonna need some high end tools.

You'll need the following things for making a snowboard:

Belt Sander

Bench Grinder

Sabre Saw

Vices

Plane

Measuring devices

Cutting torch

Tin snips

Hacksaw blades

Dremel and several attachments

Ball Peen Hammer

Drill and bits

Screwdriver set

Raw materials:

Steel sheets to make edges

Composite or Fiberglass material for a top sheet

Plastic or Lexan material for the base

Various epoxy materials

Snowboard binding mountin nuts.

For the boots:

Leather

Plastic

thread

groments

boot lacing

foam insulation

tape

rubber

Tools:

Leather punches

Thread

Needles for leather work

rubber cement

epoxy

Leather in various gagues

An oven so you can heat mold the plastic, foam and rubber.

A plastic welder also might come in handy.

While I don't doubt one could make both boots and a board at home, it will require a good background in woodwork, plastics, and leatherwork.
