I would wear contacts, or put eyeshadow around your eyes.

using contact lens would be the most possible way and easiest way to have your look blue... :)

i don't think there is such treatment you can undergo do have it blue.... so contacts is my suggestion for you dear...

why don't you want to use contacts in the first place? i don't see any rants about it. :)
