well it would cost a bit first you need your own program to design the game you need a banking managment system for people to gamble thier money which most banks want paying a small fee for helping you to be honest it would cost too much need about 4 year to get even on profits and there is too much competition now but give it a go if you like

You could have your own software designed although I wouldn't recommend this as you can license it along with poker traffic from one of the good poker networks out there.  You can choose your own theme and they will customize it for you.  Aside from that you're going to have to spend quite a bit on marketing and that's going to be a big chunk of your capital.  You need six figures to do this right and if you do well search around the internet to get some more specific info.
