How could the Fed increase the level of bank reserves in the economy while leaving the money supply unchange?

I was reading an article the other day and wondered how this is possible.

  1. lower the required reserve to deposite ratio


  2. increase the required bank reserve to deposit ratio.

    although this would indirectly decrease the money supply.
