I notice that the boy at the front of my house is kinda psycho and he probably has got the violent mind as well.

Don't attempt to help the person yourself.  And, don't do anything unless you perceive that he may be harmful to himself or others.

If you discern destructive behavior which seems outside the norm, tell your parents about it and let them decide how to handle the situation.
