There is a system call EXFC which does that exact thing based on the number if tracked items delivered on time, without damage and if they are scanned the the apporperate time in the stream.USPS, DHL,FedEx and UPS are compared to each other on those things. 96% is acceptable, 95% and below are consider poor. 99% and above is consideres superior.

You can test your people by sending items topeople you know and have them rate the service, ask for them to be candid.
