Its was democratic but was very curupt so much so that caused an uprising by fidel castro who kicked out all casino's and western capitalist businesses.

Castro overthrew the corrupt near dictatorship.  Cuba nationalized everything without compensation to those who lost there property.  Fearing the US would invade for having billions of dollars worth of property stolen, they allied with the Soviets and declared themselves a Communist state.

Castro was never a Communist, he just posed as one.
