Because the population centers were restricted to towns and cities along the nile and the med.  the population was easy to control.  Early religion centered on the ebb and flow of the Nile because the flooding of the nile valley contributed so much to the agricultural base of the country.  A bad flood year meant people didn't have enough to eat.  That's a strong motivational source.  So the measuring and prediction of annual flooding became a base for the religion.  Agricultural society's are always heavily influenced by massive manual labor concerns.  Organizing the population to gear up during harvest, for maximum out put made conscripting labor at other times of the year more feasible.
