I thought we had poor relations with Cuba, how do we have any power over there and why do they let us have power in part of their country? Thanks

  2. Guantanamo is leased from the Cuban government. But, Castro has never cashed any of the monthly rent checks he's received. We selected Guantanamo as the site of the detention center because it is not on U.S. soil and has a "cordon sanitaire" around it. The only access is by air from the States or from the sea and both approaches can be monitored and controlled.

  3. When the Spanish-American War ended and Cuba was given independence the US needed a base and so they leased it from the Cuban government for one hundred years.  When the hundred years expired, it was in the last time years, the US and Cuba could not renegotiated the treaty because they have no diplomatic relations.  The annual lease amount is deposited each year in a bank as it has been since Castro took power the only problem is he can't get to it or use it so it just sits their collecting interest.
