How did Lee Harvey Oswald return to the USA so easily after defecting to the then Soviet Union?

LHO abandoned his American citizenship after leaving the Marines to live in Minsk in the then Soviet Union but was able to return with his new wife almost at will....this is immensely puzzling...how did he get back into the USA with so little fuss?

There are a couple of theories:

He was sent back as a Soviet agent, possibly to kill JFK.

or

He simply saw that the "paradise" that he dreamed of in the Communist world didn't exist and he had to return to freedom.

In the case of the latter, his later Criminal activity would then just be that, criminal activity, probably via the mob that the Kennedys had betrayed after decades of faithful service, or Cuban retaliation for sanctions.

Very interesting question -

1. He tried to renounce his citizenship, but never returned to the US Embassy after that first day, so it wasn't followed through on.

2. I find it interesting that when he did ask to come back, the State Dept fronted him the money, which he eventually repaid.

3. He offered US secrets to the Russians, but they were all outdated. Again, why did we make it so easy for him to return?

4. Soviets kept a close eye on him while in the USSR, also why did they allow his wife to leave so easily, too?
