I cannot find how Robert proposed to Ethel.  Ethel was the friend and roommate of Robert's sister Jean.  Bobby was dating Ethel's sister Patricia.  Ethel campaigned for JFK in 1946 and wrote her college thesis on his book "Why England Slept."  Robert's relationship with Patricia ended and he began dating Ethel.
