  1. Suleiman really DIDN'T use the divine right of kings as a means of control.  The "divine" right implies that the ruler is annointed due to God's will and not from any earthly authority, and was answerable only to God for his/her actions. It is very much a Christian concept.

    As an Islamic state, the overriding law of the land was Shari'ah (Sacred Law).  As ruler, he DID institute laws concerning criminal law, taxation and land use -- he was extremely methodical, taking all the laws that had been passed by the nine rulers before him, combining their laws, eliminating duplications and ambiguities, and forming a cohesive set of laws into a single code that was careful not to violate Islamic law.  His code lasted almost 300 years.
