He didn't win, the Supreme Court was set up with fascist judges, like Scalia, from earlier administrations who installed them.  Then the fascist judges canceled the recount vote in Florida when it was apparent Gore was going to win and said Bush won. Then they said that what they did was unlawful but it wasn't a precedent either and couldn't be repeated ever again.
