Various nations started requiring third party insurance cover when it became apparent cars were causing a lot of injuries, it became compulsory in the UK in 1930 I believe, astonishingly enough it isn't required in Northern Territory, Australia, and some US states as well.

Because too many people were getting screwed when their cars were totaled by uninsured drivers hitting them. This made the cost of insurance higher for people who did get insurance.
