How did palestine become a nation without a state?

First you should know that in political science a nation is not synonymous with a state.  From Wiktionary, nation is a group of people sharing aspects of language, culture and/or ethnicity.  For example, the Roma are a nation without a country.  But a state is a government.  So the Palestinians are a cultural group without a government of their own.

    In Europe, there are many examples of a nation-state.  Here we find the government and the cultural group match-up.  For example, in England they speak English and share the same culture.
