How did somebody do this to there picture?

i found this picture on my firends myspace and i cant figure out how she did it...

what program did she use?

any suggestions o a program i could use to do similar things?

something cheap would be nice

paint shop pro works, but it cost money, not sure how much because I've never used it.

And when you upload photos to Flickr.com you can edit pciks a bit (like the inverted type colors here) but you have to upload them to the site to edit them.

you can use the select tool in MSPaint, select and area, right click and "invert colors"

also her camera may have some options for outcome of photos.

Search "Picasa" in Google and you should get a free download. I have it and I can do a lot to my pictures. It has special effects, cropping, red-eye fixing, etc.

If you want free photoshop, go to www.youtube.com, type: free photoshop, and you'll find many video's.

She used saturation, I think that's all?
