Because the Bush Administration was behind the Anthrax attacks, just like they were behind 9/11. They are behind global warming. They were behind the assassination of Kennedy and Martin Luther King. I think d**k Cheney  even stabbed Julius Cesar, and framed Brutus for it.

Let's see, they started taking it September 11, 2001.  Perhaps it was because our nation had just been the victim of the largest terror attack in history and they figured a biological attack might follow?  I mean that's somewhat logical, it's called a "precaution".
