  1. They fall under cryptozoology.

Occam's law states that you arrive a position by making the fewest assumptions as possible. A good example is being on a horse ranch and hearing hoof beats.Should you yell "Zebra!:" or is it more likely to be a horse?

There is also the burden of proof. Those making extraordinary claims must provide extraordinary evidence. It's not up to science to disprove a claim. It's on those making the claim to meet the burden of proof.

Consider: this later news story to the one you read

"In July 2007, KENS-TV interviewed Phylis Canion, a rancher from South Texas who claimed to have a chupacabra's head in her freezer. KENS-TV videotaped the blue-colored creature, which Canion claimed killed animals on her ranch for years prior to its death.(sounds good so far. We've got a body!)"Biologists at Texas State University-San Marcos tested DNA taken from the remains of the animal and found it to be a coyote." (Shucks!)

"Bigfoot" made the news again. A body in a freezer and DNA testing was due back the next day. Again it sounds good. However, the DNA results were "inclusive", 100% human" and "possum" When the ice melted all that was left was a rubber gorilla suit. (Shucks!)

To repeat: "footage of a hairless grey animal" doesn't meet the proof standard. You need the DNA, chain of custody, and the corpse at a reputable lab.

As Scientific American pointed out: "Although discoveries of previously unrecorded species of bugs and bacteria are routinely published in the annals of biology, these instances ...also have in common—a body! In order to name a new species, one must have a type specimen—a holotype—from which a detailed description can be made, photographs taken, models cast and a professional scientific analysis prepared."

As can be seen the Chupacabra doesn't meet the burden of proof.

Personally, I have a fondness for the Loch Ness Monster and Bigfoot. I'd be very happy to have a body appear. Regrettably, poor photos, brief glimpses and tales told around the campfire aren't enough.

  2. People who can't explain things will make something up.  We don't like vacuums.  Chupacabra like vampires and werewolves in Europe evolved because horrible things happened.  No one could believe that a member of their society could perpetrate such things so it had to be an outsider.  But some things are so horrible that one can't even believe a human would do it.  That leaves animals, but the horrible thing could not have been done by any known animal.  So, create an animal that could.  But, really, a human was the culprit.  Never underestimate the human mind and its ability to cause the human body to do horrible things.
