At Yalta in February 1945, Stalin had the best negotiating position because the Red Army controlled so much of Eastern Europe.  The clash, although you leave it unclear between whom and when you are referring, occurred because it was felt by many of the capitalists that Roosevelt had not done enough to counter the Soviet Union's influence in Europe, only getting Stalin to agree to free elections.  Roosevelt also disagreed with Stalin and Churchill on the matter of Berlin.  Stalin and Churchill both wanted to take the credit for capturing Berlin, understanding that whoever took Berlin would control Germany, regardless of whatever agreement was reached between the Allies.  Roosevelt and Eisenhower both decided to send American troops south towards Dresden which helped allow the Russians to reach Berlin first.
