Well technically Germany wasn't a country till 1871, or at least it wasn't united as a tight nation like a Kingdom like France. Germany was in a loose confederation of German states called the Holy Roman Empire, which consisted of most of central Europe. There was a Emperor of the HRE that was normally German and elected by the Pope, because the HRE was tightly ruled by the Papacy. France was a united Kingdom ruled by a king like England.
