Ouch that hurts my eyes!

They've used some combination of filters.

looks like they just inverted some of the colors.

They just increased the saturation.

Open a picture on "Photoshop" and click on "Image" on the top of the window, and click on "Adjustments" And then click on "Hue/Saturation", there you can adjust the saturation of the picture and do anything you want to do with the colors.

"Image<Adjustments<Hue/Saturation" Or simply Click "Ctrl+U"

My best guess would be they were changing the saturation curves

(all bright colors are BRIGHTER)
