How difficult is the drivers permit test in PA?

Depends on how well prepared you are.  If you have read the drivers manual, and are acquainted with the rules, especially the signs, it's a very easy test.

If you aren't prepared, haven't read the book, and are just going to wing it, it can be very difficult.

"How far in advance must your signal your intent to turn?"

"At a 4 way stop, who has the right of way?"

"What is a rectangular sign used for?"
