How do Helicopters fly when the velocity vortex force is greater than 3?

I just want to know how and under what conditions it is possible for a helicopter to fly when the velocity vortex force coefficient is greater than 3? I had a debate with some engineering friends over dinner the other night, and we could not reach the same conclusion no matter what mathematical principles were applied. Please enlighten me so I can prove that I was correct at dinner.

  1. If the accelerating mass velocity matter vortex force is a positive number you need to have a mass that is less than 200 kg to have a velocity vortex force of 3 or more given current earth conditions.
