they tell me to download the virtual PC program to my comp and then add an os but I don't know how to add the os to the virtual PC and which one should I use in your opinion thank you sincerely

Boot your virtual PC as if it were a brand new PC with an empty hard drive, then put the OS CD into the host computer's CD drive, make sure the virtual PC knows about it, and install the OS from scratch. Your choice of OS depends on what you're planning to do.
