How do I arrange the edges when laying tile??

I'm laying linoleum self-adhesive tile down in my basement hallway. It's about 3.5 feet wide, so I'll have to cut some extra to fill the gaps. Should I start laying from the middle, work my way out, and have the partial tiles on either side, or should I start on one side, and just finish with the partial tiles on one side only... and if this is the case, should the partial tile be on the interior or exterior wall? And on the ends of the hallway, should it be full or partial tile?...match the sides or not?

When we did a room recently, the instructions said to quarter the room and start in the center working out evenly according to your pattern. That way, the partial pieces act as sort of a frame to the whole floor.
