How do I bleach a white neckline on a colored shirt?

I have two tops (one black, the other purple) that have white sections (the top of the chest, looks like I'm wearing an undershirt beneath the blouse). When I wash them, the white part gets discolored badly. How do I whiten it without ruining the tops? I've tried color safe bleach and it didn't work.

I've had really good luck using OxyClean.  I'll bet it'll get the white part white while not harming the colored part.  If it's really discolored, you might want to let it soak for several hours.
