You can buy a caller Id that will block them and also it can be programed to bocks the people you want. There are many on the market you can start by Goggling  Bell electronics.

I think you have to go through your phone company to receive that service.  It is either free or nearly free.

you can't, if you get a call that says it's blocked, just don't answer it.

call your phone company and let them restrict all blocked calls to your number...don't worry you should still be able to receive oversees call which comes up unrestricted.
