  1. I don't know where you're from, but in the UK you can have a block put on by your telephone provider (you just call them), saying that you dont accept witheld calls - a recorded message just says that, and they wont get through to you - anywhere else, i have no idea.

  2. i don't know how but i remember my dad calling someone that works w/ telephones and my dad wanted to change our house #  so try to find someone that works w/ phones

  3. you need to have the service "anonymous call block" on your phone.  It usually comes with Verizon's land line package if you have voice mail, call waiting, etc.  You put in a code once and then if people have a private number or try to block their number, they have to say their name in what is called "call intercept".  This allows you to hear who's calling and then accept or reject the call.  If the person does not want to say their name, they can not get through.
