How do I block membership to our group page. I thought I, as moderator could approve pending members.?

Someone joined our group page and Spamed.

if the group was set to 'restricted' membership, you could approve membership. if the person was invited, it bi-passes that step.

if you're a moderator, you may not have the priviledge to reset group settings. to change that group setting it under group settings- membership
