How do I block ports - like ports that maplestory uses -?

I use vista. this game has to be blocked, i read somewhere someone saying that people get sick of the game by lvl 40 or 50 and i should just let the person get sick of it but the thing is the persons's been playing it everyday like 5 hours straight and then 3 hours straight in the evening, it's g*y. and the'yre not even level 30. so i don't even wanna imagin how gross someone who got to lvl 40 is .

I NEED HELP.
