How do I bring my 14 year-old cousin to the US to study at an American high school from Okinawa?

I want to bring my cousin to live with me in Riverside, CA so he can study at a public American high school. He is 14 years old, and currently lives in Okinawa. Do American public high schools allow for foreign students to study free of cost? Should I go through a lawyer to obtain a student (?) visa? Can I avoid the costs of a lawyer and apply for his visa myself? Does it matter if he has a slight vision disability? Any information would greatly help. I want to give my cousin an opportunity he would not have in Okinawa by coming to the US. Thank you.

  2. If you're a relative, then you can sponsor him. You'll need to check with the immigration office about the procedures though.

    You won't need a lawyer for this.
