  1. George is right -- there is no such thing as a "health visa".  You'll need to overcome both 214b (the presumption of immigration -- i.e. that your brother intends to stay) AND the fact that he may well end up costing the U.S. taxpayer thousands, even hundreds of thousands of dollars if things go badly.

Honestly, I think you should look for other alternatives (perhaps treatment in another country, where it might be cheaper and where he won't need a visa?) -- it doesn't take long for a Consular Officer to get burned on these (i.e. the officer takes a risk, issues the visa, and despite all assurances from the U.S.-based relative, they DO end up staying permanently and/or receiving public benefits).  I speak as one who has been lied to thousands of times by visa applicants, and unfortunately I now know that with several of the times I said yes, I was tricked.

  2. Actually, there is no health visa as such. B1/B2 visas are generally used to travel to the US for medical treatment. Basically, you need to be prepared to show some evidence of the situation, who is going to treat it and how, how long it is expected to take, and how you will be paying for it.  If your country's medical insurance program will be paying, you will need to show evidence of that.  Check out the US embassy internet site at travel.state.gov for more information on how to apply.
