How do I build a website like these?

I am specifically interested in building a site that I can sell subscriptions to and for the subscription, sell them access to a searchable database of jobs/internships. Much like careerbuilder, monster, etc.

Yahoo has web hosting and if u get it from them u get a free domain name and u can download their "Yahoo! Site Builder" tool.
