Every country has a international dialing code the US is "01"if your using a cell phone you can store the number "+1" and it will call from any country normally all you have to do is add a 0.

so 01-254-440-2048

You might have to dial something to let your phone know that. However it should work for you to simply dial 1-254-440-2048. Perhaps it is a limitation by your phone company? I know my cell phone can not call outside the US. I have to pay more for that.
