I have my friends phone number and I want to call her

I live in Costa Rica and she lives in Washington

What numbers to I have to punch in before her phone number?

and does anyone know how much it would cost?

From Costa Rica, you need to dial 00 1 followed by the 3-digit area code and 7-digit number.  

If your friend is in Washington D.C., the area code is 202.

If she is in Washington state, it will depend upon which part of the state she lives in: 206, 253, 360, 425, or 509.
